Bihar removes striking land surveyors and deactivates e-Maapi portal IDs

Bihar's Revenue and Land Reforms Department has ordered district administrations to relieve striking amins (land surveyors) of their duties and deactivate their IDs on the e-Maapi portal. Additional Secretary Amit Kumar Pandey wrote to all district collectors on Tuesday, 3 November 2026, setting a 24-hour deadline for compliance and action-taken reports.

Special survey amins posted at survey camps in the circles will be deployed proportionately to cover the vacancies and clear pending land-measurement cases. Circle officers must onboard them on the portal. Amins who are not striking continue as normal.

The department said it had already discussed the strikers' demands with them and told them to return to work, but reports from several districts indicated the strike continued. It said the strike had increased the number of pending cases on e-Maapi, affecting public services and revenue-related work.

Why it matters: The episode shows how dependent digital land-measurement workflows are on authorised field staff and portal credentials. Managing user access and surge capacity is a practical lesson for land administration systems elsewhere, including in Africa.
