Cape Verde Public Consultation on Satellite Communications Regulatory Framework

📍 VirtualOrganized by Cape Verde’s Multisectoral Regulatory Agency for the Economy (ARME)

Cape Verde’s Multisectoral Regulatory Agency for the Economy (ARME) has launched a public consultation on a proposed regulatory framework for satellite communication networks and services in the country, with submissions open until 31 August 2026.

The proposed regulation aims to establish a modern, transparent, and technology-neutral framework governing the offer, operation, supervision, and oversight of satellite communication networks and services in Cape Verde. Furthermore, it covers key areas including licensing, radio spectrum use, frequency coordination, user protection, network security, and emergency communications.

The consultation comes as Cape Verde’s satellite communications landscape continues to evolve. Starlink went live in the country in December 2024, bringing low Earth orbit satellite internet to the archipelago for the first time. The new regulatory framework is designed to address the legal and oversight challenges that have accompanied the arrival of emerging satellite technologies, creating a more competitive and resilient communications environment across the islands.
